The Venue Development and Overlay Department (VDO) is responsible for the planning, design and operational delivery of temporary infrastructure for all competition/training venues and non-competition venues including the Commonwealth Games Athletes Villages. This includes the adaptation of new and existing venues and development of completely temporary venues. The Department provides design integration of venue requirements for all Birmingham 2022 operational departments and external partners, including host broadcast and security.

Birmingham 2022 are looking for a Lead Overlay Manager to be responsible for the Project Management and successful delivery of all aspects of operational planning, construction & reinstatement at the Alexander Stadium Venue (AXS) including, budget/cost control, change management, schedule & detailed design process management, stakeholder engagement & Turnkey supplier/contractor management.


Key Responsibilities

  • Design co-ordination and project management of Games Overlay required at Alexander Stadium to fulfill all stakeholder requirements. Coordinate with functional area departments to confirm and ensure clarity of scope/delivery responsibilities and gap mitigation, to meet games time requirements, ensuring facilities are fit for purpose for Games client groups
  • Report, manage and resolve risks and issues that arise through the life cycle of the project.
  • Act as lead interface in the management and coordination with partner Local Authorities/Local Government and legacy integration teams on Capital venue build scope, ensuring clarity of games time requirements, scope/delivery responsibilities, tracking and issues resolution. Develop and lead on venue completion, transition, access and handover/handback strategies.
  • Manage and coordinate key clients' scope of works; inclusive of Ceremonies infrastructure, Host Broadcast, Commercial Partners and Games Sponsors
  • Manage overlay scope, implement change management processes, and budget control for all Venue Development and Overlay deliverables at Alexander Stadium.
  • Manage the development & ongoing version issue of overlay fit-out and construction schedules together with removal/reinstatement phases.

Skills and Experience

Essential

  • A sound understanding of overlay / large scale event operational delivery process
  • Previous Multi-Sport Games venue overlay experience and ability to direct design processes and interpret technical drawings.
  • Excellent Project Management and cost/budget management skills
  • Demonstrated ability and experience of working with statutory authorities such as Planning, Building Control and Licensing to obtain required approvals
  • A proven understanding of The Construction (Design and Management) Regulations 2015 (CDM 2015) through design and delivery project phases, together with knowledge of duty holder responsibilities and working on a live construction site as part of the client Project Management Team
  • Ability to integrate design / technical information with suppliers/stakeholders


Location: One Brindley Place, Birmingham, B1 2JB (Full-time, office-based)
Salary: Competitive, depending on experience
Start date: ASAP
Duration: Fixed Term Contract until August 2022
